BRANCH WATER AND SEWER CONNECTIONS

WHEREAS: A by-law of the Municipality of Shawville respecting the construction and inspection of branch connections to the sanitary sewer system and water service pipes from the water distribution system.

WHEREAS: Councillor Richard Armitage gives notice of motion August 22, 2023

Branch sewer connections shall be watertight and shall be made using service saddles and PVC to remove the word blue brute sewer pipe 5 inch.

WHEREAS: The Council of the Municipality of Shawville enacts as follows:

Branch Sewer Connections

Materials and size

Branch sewer connections shall be watertight and shall be made using service saddles and PVC sewer pipe 5 inch.

Minimum pipe size for one-family dwellings is 5 inch to the property line.

Minimum dept. and grade

Branch sewer connections shall in general be laid with a minimum slope of 1/4 (one quarter) inch per foot, by where, in the opinion of the public works, circumstances necessitate a flatter slope, a minimum grade of one eighth inch per foot may be permitted.

Whenever possible a minimum depth from ground service to the invert (bottom) of the flow capacity of the connection shall be 7 feet 6 inches at the property line.

Excavation laying and backfilling

Trenches for branch connections shall be of sufficient width to permit the proper jointing and laying of the pipe.  The trench shall be shaped to give even bearing for the length of the pipe.

Trenches shall be shored where necessary and barricades and flares shall be provided to ensure public safety.  Selected fine backfill material, free from stones, shall be placed and tamped in four inch layers beside and over the pipe until a minimum of eight inches exists over the pipe.

Succeeding layers of backfill shall be free from brush or boulders over nine inches in their greatest dimension.  The surface of all trenches in the street allowances shall be made equal to original conditions

Wastes permitted

No roof drainage, surface drainage or weeping tile drainage shall be allowed in the sanitary sewer system.  Only normal domestic wastes shall be permitted.  No industrial or process wastes, nor cooling water, will be permitted.  No industrial or process wastes to enter into the sewer system or may require pre-treatment of such wastes standards as council may stipulate.

Who may construct branch connectors?

Only licensed plumbers or contractors may install branch sewer connections for others in the Village of Shawville.  Licensed plumbers of contractors must be in possession of either a plumber’s license for construction of branch sewer connections. 

Permits and Inspections

Before commencing excavation for a branch sewer connection the contractor or plumber or private property owner must contact the Municipal office to make the necessary arrangements.

No contractor or plumber or private individual shall be permitted to break into, or make connection direct into, or make connection direct into the main sewer, nor to make connection to an existing branch sewer at the property line.

In the case of a connection to the main sewer, the municipality will supply and install a cast iron saddle on the sewer, providing twenty-four hours’ notice is given to the Municipal office.

No branch connection, whether in the street allowance or on private property, shall be backfilled before it has been inspected and approved by Public works.

There is a fee of $1,000.00 for the branch sewer connection shall be deemed to include the cost of the supply and installation of a saddle on the main sewer.

Commencement of Service Charge

In the case of occupied premises, the sewer service charge shall commence and the property owner shall be deemed to be user of the sewer system from the date that municipality make connection to the main sewer or to an existing branch connection at the property line. 

In the case of premises unoccupied at the time of such connection, rates shall commence at such time as the water service is turned on to supply the premises.

Maintenance of Branch Connections

From the curb stop to the house, the cost of repairs and maintenance to a branch sewer connection shall be the entire responsibility of the property owner served by the connection.

Water Service Pipes

Material and size

Service up to and including four inches in size will be municipal ipex pipes.

Minimum Depth

Service pipe shall be laid at a minimum depth of five feet, six inches from the ground surface.

Excavation, Laying and Backfilling

Service pipe may be placed in the same trench as a branch sewer connection provided the service pipe is placed above and to one side of the sewer pipe.

Application for Water Service

All applications for the laying of service pipes and for the turning on or off the water shall be made in writing to the secretary-treasurer in the office.

Ordinary water service to any land or building shall consist of a water pipe 3/4 inch in diameter and shall be installed by the Public works to the property line and curb stop.

The work to be done by the Municipality shall consist of installing a service saddle and supplying and installing main stop to the property line.

The charges payable to the Municipality of Shawville for installation shall be as follows:

3/4 inch service connection – $1,000.00

1-inch service connection – $1,000.00 plus the difference in prices of ¾ inch to 1 inch pipe.

Any person who discontinues the use of water shall continue to be liable for the rates and charges thereof until such time give due notice in writing of such discontinuance to the municipal office who shall have the water turned off.

Work on Private Property

Unless a water pipe laid within the premises of the water-taker is laid and equipped in accordance with the provisions of this by-law, no connection shall be made with the street main.

It shall be the responsibility of the owner to see that any pipe laid on his property is inspected before backfilling and approved in writing by the inspector appointed by the Council for this purpose.

Plumber’s Work

All plumbers’ work in any building supplied with water from the water works shall be in a workmanlike manner with good materials and all pipes fittings and fixtures shall be adequate to resist the pressure of water and all such work including piex inserts shall be approved by the Plumbing Inspector, and the water shall not be turned on again.

Turning off Supply

The Council may shut off or restrict the supply of water to any building, or part thereof, or to any land where any provision of this by-law has been violated in any manner and the supply of water shall not be turned on again, or restored to normal until the cause of the shutting off or reduction has been removed or remedied.

When the supply of water has been shut off from any building of premises no person other than Public Works shall turn it on again.

The present bylaw shall come into force according to Law.

         THEREFORE it is moved by Richard Armitage, that the council of the Municipality of Shawville authorizes that By-Law Number 462-1 was read and adopted this 26th day of September 2023 and will come into force according to law.
